In the development of health policy, the educational dimension is prominent both in regard to the training of health workers and to the training of citizens and communities. However, as any educational project, it leaves out certain contents to privilege others, while building a certain way the phenomena associated to the mentioned problems -even, the same choice of factors such association is itself a decision to cut some ways of a broad spectrum. With this premise, this paper attempts to analyze communication materials (for the general population) and guidelines used to train community health agents in order for them to participate in campaigns to prevent dengue and yellow fever in Argentina. Given the current immigration law in the country (No. 25,871), which recognizes the right to health for migrants, this paper criticizes the lack of dissemination and transfer of these changes on health policies regarding epidemiology that are developed by the Argentinean Health Ministry. This helps to keep discriminatory images and attenuates positive changes oriented from current regulations.
