In the everlasting discussion between representative democracy and participatory democracy, the most important sacrifice was active citizen participation, often restricted through norms and voting practices; at other times it was hampered with and often manipulated. The new times of revolution and change in Latin America and the Caribbean demanded from most governments the opening-up of new participatory spaces for the citizens within a democratic framework. This democracy is to be understood not only in a participant way, but also in a protagonist way. With regard to the National Development Plans, this is a kind of route map for the governments talking about economics, politics and social matters; over the medium and long term we will take the established criteria as a reference in order to determine up to what point we can consider the citizen participation as a better and ideal process in order to focus on the citizens' active participation, and , withing the framework of the CAB countries, we will discuss up to what point this participation can be materialized beyond public control.
