ABSTRACT This article analyzes why the education reforms should have a vision that combines the national programs with the regional and local imaginative points of view. This approach would help to build a network of educational systems able to respond to the conception of overall quality in an efficient and integrated manner. Bolivia never was left out of these debates, and it is precisely now, with the application of the Law of the Education Reform, "Avelino Siñani-Elizardo Pérez", that society should analyze the positive perspectives and correct the lack of this proposal. It is important to include families, students, and organizations of civil society, who have different conceptions about quality in education, equality, and a future as Bolivian society. It is necessary to define the following questions: What kind of educational reform would help to promote transformations? How do parents and children value -socially and individually- the benefits of an education for life? What kind of contribution could be made to develop a model of quality with excellence in education that is both useful and functional for the country?
