Abstract

ABSTRACT A growing concern in Latin America and the Caribbean is the quality of education that school systems provide their younger generation, according the efforts displayed by all the actors involved in education, the results do not meet the expectations. One of these expectations is that education should be a mechanism to contribute reducing social and economic inequality, becoming a factor in development and an opportunity to improve the populations it is obviously the better educated receive better wages. There are endless possible actions designed to ensure equal opportunities and education with quality. The paper traces the principles for this supposition and the consequences in the facts. It makes an issue of the fact that certain actions achieve the opposite results regarding equal opportunities and the quality of education only delaying their legitimation.
