Abstract

This reflection and analysis will focus on four topics: initially to identify the moment of "neoliberal multiculturalism" in the 90's in Bolivia; then present the central ideas that were submitted to the Constituent Assembly by the Pacto de Unidad Indígena, Originario y Campesino (Indigenous, Native and Peasant Unity Pact); upon this we will seek to point out the "essential" elements to build a plurinational state in Bolivia, and finally we will reflect on the risks of making the proposed multi-national state "a matter of state" as would say Zavaleta; that is to say, a policy design that could neutralize the creative forces that would destruct the colonial and capitalist matrix of the Bolivian state.
