ABSTRACT The axis on which turns the reflection of this article is about the intimate connection between funding mechanisms and management arrangements. In the last twenty years the debate on the issue Bolivian university has been characterized by its dimensionality. The allocation of more funds for the IES, has tended to obscure or omit some hidden facets related to educational process, the use of certain administrative processes, and human resource management, which dealt with separately, shed some light on management arrangements so firmly rooted in public universities. The objective of the expenditure, viewed in the light of the substantive functions is also the subject of analysis, because it shows a number of weaknesses resulted in a strong institutional inertia. Its impact on research and teaching-learning process also warrant consideration. Finally, we explore the effects of organizational culture on the balance between bureaucracy and academy, and the role played by trade associations and groups of power within universities.
