ABSTRACT Through this article, the authors express their different experiences in the field of educational management in processes of youth and adult education, developed through in literacy programs and popular education. Based on the criteria and guidelines which offer guidance aimed at improving the performance and quality of educational processes for youth and adults. The approaches and the work are based on the principles of reflective education, criticism, liberation, decolonization, and community, where all educational sectors and roles have the option and opportunity to participate and deliberate on public policies that affect their future and development of their peoples.
