The crisis derived from COVID-19 challenges countries and their international relations policy, since overcoming it requires the articulation of multilateral organizations and states, in order to face its consequences, where Official Development Assistance (ODA) becomes a viable alternative to face it.

This paper develops a critical review of the evolution of ODA, focusing on the recommendations made during the last 20 years and how, since the pandemic, international organizations have had to adjust to the new conditions affecting most developing countries. The conclusions emphasize two aspects. First, the role that recipient countries should play in directing their aid. Second, the need for integrality of the initiatives financed, which entails a change in the criteria for allocating resources by donors, migrating from targeting to a transversal view.
