This paper is dedicated to characterize and analyze the problems of the traditional agricultural sector at the national and regional level of Cochabamba, within the framework of a specific diagnosis, highlighting the behavior of various indices and rates during the five-year period 1987-1991, as effects caused by Supreme Decree 21060. It also analyzes some externalities related to prices that within the framework of the New Economic Policy (NPE), dictated by the Bolivian State in 1985 and that affect the rural peasant sector.
