Abstract

The buildup of International Reserves in Bolivia has reached levéis above those required to guarantee economic stability. In as much this growth of IR's is unnecessary it shows the exchange rate is above equilibrium level. This exchange rate policy has caused a regressive income redistribution in the Bolivian population. Income from the consumere has been transferred to the Government (which, thus has sufficient revenues to finance purchases and onerous works of dubious justification) and to privileged groups linked to export activities.
