Abstract
AYAVIRI NINA, Dante and QUISPE FERNANDEZ, Gabith Miriam. Measurement of allocative efficiency using data envelopment analysis in municipalities of Bolivia: Municipalities of the Potosi District. Perspectivas [online]. 2011, n.28, pp.137-169. ISSN 1994-3733.
The article describes the application of the Data Envelopment Analysis as an analytical tool of the allocative efficiency in the rural municipalities of the Potosí district. This region consists of the areas that are considered to have high indexes of poverty and food insecurity, thus the orientation of the municipalities must be focused on the execution of programs and projects that involve local development. The tool that has been used to measure the efficiency is considered to be an important contribution to the public administration sector in terms of administration and allocation of financial resources and local development. The efficiency of municipalities is analyzed from the perspective of Administrative Decentralization Law enacted in 1990s. It aims to identify the municipalities that fulfill the requirements of this Law, which establishes, as a principle and a policy, the efficient administration and allocation of financial resources in each District. Also, key results will be collected and some guidelines will be established, aimed at the improvement of municipal management and administration of financial resources in programs and projects dedicated to social and productive investments.
