This paper was prepared for Municipal Water Service and Sewer Cochabamba (SEMAPA) needs to have a tool that will permit a proper prioritization of projects, which are scheduled in the Annual Operating Program and Budget every year for its implementation. Each year SEMAPA overpass the problem of the low investment performance, a situation that may be due to many reasons such as not to analyze a project from different points of view. This context may also induce errors of assessment or importance that end in the non-implementation of a project. So, we propose the application of a model that prioritizes public investment projects with multi-criteria approach as an alternative solution to this problem, and as a support for proper decision-making in order to contribute to the increase of the percentage investment performance through right decisions that benefit all stakeholders, which in this case are the population and SEMAPA.
