In the 132 neighbourhoods of District 8 of Santa Cruz de la Sierra, where Plan 3000 is located, the majority of the residents are young people who are demanding education that meets their needs and enables them to improve their quality of life. A group of lecturers and researchers from the Gabriel René Moreno Autonomous University has looked at the education on offer locally and the extent to which it meets the demand and suits the area’s needs. They also offer some strategic guidelines to encourage reflection and decision-making with regard to institutional policies on this issue.
