Abstract

In Tarija, the Constitutional Assembly crisis caused the traditional power structure to fall apart. Subaltern actors took over certain spaces and imposed their most important demands. This has not led to the development of an overall political programme, however. The changes in institutional structures are also obstructing governance in the department. This is a crisis that is yet to be resolved.
