This article presents the results of a research study that identified some of the changes that have been taking place in Pando in the last two decades, with traders in imported goods playing the leading role. Who are these actors exercising “social oversight” of Pando’s intense market trade activity? Is a new economic elite emerging? How are they participating in local and national politics?

Keywords : traders; trade; market trade; economic elites; free trade zone; social networks; migration.
