The Manuel Isidoro Belzu government represents a special phase in Bolivia’s 19th-century history. It is characterised by its conjugation of egalitarian ideas, religious conservatism and the practice of direct plebeian action in politics, broadening the social bases for Bolivia’s formation as a political nation. During this period the urban middle- and lower classes move into action to claim popular participation, with Belzu as their leader and architect
