Abstract

Bolivia could have recorded higher growth rates in the last 20 years due to the significant increase in national savings in comparison to investment. Why did this growth not take place? The reasons are low investment, stagnant productivity, diversification in retreat and the preponderance of the extractive industries. What is needed is an agenda to intensify clustering, remove barriers, reduce transaction costs, promote learning and innovation, respond to market opportunities and develop a favourable environment for enterprise.
