Abstract

The article emphasizes the relevance of the right to information (as access to public information, transparency, social control and accountability) and the right to communication (expressed in freedom of speech and of the press) for the full exercise of citizen participation and the design of public policies in Communication in Bolivia. The objective of the article is to analyze some of the challenges of public policies in Communication in the Bolivian socio-political scenario in 2020 based on the results of the Report of Media Development Indicators (IDM) of UNESCO in Bolivia; In this way, the need to design National Communication Policies (PNC) in a consensual manner between different social actors such as the State, trade-union organizations and citizens, is based.
