Throughout the theoretical reflections about development in the late twentieth century have confirmed, that the word development is flexible enough to redefine depending on the characteristics and qualifications that go with it. These forms work especially in the presentation of the word development concepts accompanied by other qualifying its scope and definitions. In this case, we propose a reflection in relation to the combination of the words development, national diversity and self - territorial autonomy. The theoretical development production, relative to its projection as discursive horizon that synthesizes projections of a social group, poses, as rarely, the need to understand the origin and projection. Origin in the sense of who poses where and how discursive devices accumulated on the historical relationship with development policies; this puts us in the discussion of diversity and the right to produce these discursive constructions. The projection for continuity should ensure the possibility of practicing this discursive horizon, the definition of society that is built; in this sense we propose a review of the development in plurinational key, in the possibility of development thinking from the practical construction of plurinationality as the right of self-government and self-determination.
