Governance concept is wdely analyzed in the interdisciplinary literature associated to development studies however there do not exist practically models to be able to measure empirically the implications of governance in the different slopes of the human development in the local amas. This document present a diagnosis of main tendencies of municipal stability in Bolivia, South America, based on the analysis of the most important existent indicators in Governance in the local environments; Mayors changes, conformation of Municipal Councils, and administrative intervention of the municipal budgets dueto various scandals or problems. The result of this diagnosis is the Map of Tendencies of Governance, instrument to taking of decisions in public management. The Map of Tendencies of Governance gives us a preliminary picture about the statement condition of local pacts, the corruption levels and the political stability in the 314 municipalities, in Bolivia 2002).
