Abstract

QUITRAL ROJAS, Máximo. Do the Presidential Chilean System is democratic?. Punto Cero [online]. 2011, vol.16, n.23, pp.41-51. ISSN 1815-0276.

The theoretical and practical approaches set out here have as a central aim to reflect on the presidential system and semi presidential system and to propose a change for the Chilean government system. As a first topic it is proposed to replace the presidential system by a semi-presidential one. As the second point, we will design a new institutional framework which includes reforming the Parliament, maintaining the party system, changing the presidential powers and strengthening the position of Prime Minister.
