The Federal War of 1899 and the events raised by aymara indians in the Bolivian highlands, deeply affected, for a century and more, in the imagination of writers for the press. For the socio-political and socio-cultural implications for the discursive and ideological similarity with the oligarchy, the press becomes the space that stigmatizes and invisible subalterniza Indian uprisings. Among the strategies used by writers to stigmatize the indigenous-peasant struggles, is to use during different periods, to address the excessive consumption of alcohol and coca leaves by the Indians, with the objective of minimizing the political-ideological capabilities indigenous uprisings put in suspense hegemonic order. This strategy is used repeatedly since 1899 to the early twenty-first century.
