Resumen

El derecho del público a saber es el derecho a vivir. Punto Cero [online]. 2007, vol.12, n.15, pp. 59-68. ISSN 1815-0276.

This essay boards lineaments about the recognition of Human Rights of Information in America, with a special emphasis on the access to information of public character and the handle  of personal data (personal information) through data base. It also shows how the implementation of this right -through guarantees that allow access and the observation of limits- can be used as an instrument to fight corruption in Latin American countries, where corruption becomes a punishment that prevents the construction of more democratic and transparent societies, with better standards in the quality of life level (human development).

Palabras clave : Right to access of public information; Data base; Fight against corruption; Citizenship.
