This essay boards lineaments about the recognition of Human Rights of Information in America, with a special emphasis on the access to information of public character and the handle  of personal data (personal information) through data base. It also shows how the implementation of this right -through guarantees that allow access and the observation of limits- can be used as an instrument to fight corruption in Latin American countries, where corruption becomes a punishment that prevents the construction of more democratic and transparent societies, with better standards in the quality of life level (human development).
