Abstract This research aims at to trace a scene of the current development state (2003-2004) of communitarian radios in the State of Santa Catarina, as well as identifying if and as these stations have been local experiences of learning for the exercise of the citizenship. A census of low power stations functioning in Santa Catarina in the year of 2003 was carried through. A sample with six cases of stations who had been part of the qualitative research, was selected there. The results of the research points that obstacles of economic, politics, normative and organization orders hinder that the communitarian radios contribute to the formation of the citizenship through the programming. Everything indicates that its minority has got to diversify the contents and that the learning for the exercise of citizenship occurs, mainly, with the collective action on the process of radio station management.
