From the Mac Bride report to today, the control of information on behalf of the multinational companies is still in force, this is why the mass media do not respondto a public service neither contribute to consider information as a cultural and social fact, but as a marketing fact. In the other hand, governments and multinationals of the information (those above) debate the right of information only as the access to it and not as the participation nor appropriation of contents or communicational processes on behalf of the organizations of the civil society (those below) whom guided by these last parameters, pretend the right to communications. Thatʼs why those above elaborate speeches and analyze ways of acting in the framework of technological advances, without that meaning to put in risk the power, while those below reflect on and fight for the right to communications associated to progress, development and keeping the identity and cultural plurality.
