The subject: "Cultural Communication and conflicts in Bolivia" suggest manifold boarding spaces. This article is devoted to the treatment of a fundamental and opportune aspect as a result of the social crisis that we lived in Bolivia with the fall of the government on Gonzalo Sanchez de Lozada in October 2003. That is to say, to the existing relation between hegemony, communication and culture. Which one is, it is to raise that the government crisis that lives the Bolivian State and the identity crisis that the Bolivians live can analyze from the angle of the communication and the culture, and who this analysis, communicational and cultural, can fill the numerous explanatory voids in which political science or Bolivian sociology has fallen when it is to analyze the events of October of 2003 and the present situation of the country.
