In implementing public infrastructure, it is important to consider not only the technical aspect but also the social aspect to obtain social acceptance, especially the WWTP construction project which can have a negative impact on the surrounding area. In this study, the factors that arise in the social acceptance of WWTP projects in terms of the relationships among social actors, and the positions and interests of each actor are identified. The case study is located in the Municipality of Colcapirhua in the Rocha River basin which has the characteristics of a semi-arid region and a high-water demand. The social consensus approach processes used in two WWTP projects are analyzed and compared, and the factors that lead to the success and failure of social acceptance in both cases occur in the same Municipality are identified. The result shows each WWTP project presents a different difficulty due to the type of conflict based on a fundamental feature that is the environmental environment such as contamination, the imagined scenarios about malfunction of WWTP, land use, conflict history, and distrust toward the municipal authorities. Based on this evaluation, this study proposes a strategy that is recommended to be implemented by the municipality, to solute the social conflict surrounding the construction of WWTPs.
