This paper presents a study of risk analysis to flood events to propose mitigation measures in the municipality of Santa Ana del Yacuma, Beni, Bolivia. The study area is a region of Bolivia affected annually by extreme events of floods with negative effects on the development, aspect that is translated into a constant threat for the inhabitants that at the moment are in a vulnerable situation. The analysis and processing was developed through a participative stakeholder methodology, which includes the affected population, community leaders, technicians and municipal authorities that enabled the collection of information from local perception, complemented with maps with probability of risks of floods. The results of the risk analysis determine that the municipality of Santa Ana del Yacuma is at a level of risk that fluctuates between "very high", "high" and "medium", with no sectors with "low" or without risk. The mitigation measures for this latent and recurrent risk were prioritized according to the zoning of the risk map and the time of its application (immediate, mediate and long term), also considering strategic actions that strengthen the coordination capacity of the authorities and the Resilience of the general population.
