Abstract

The region is located in the northern area of the Department of Potosi, and has a total surface area of 12,764 km2, which represents 10.79% of the total Department. It borders on the Department of Cochabamba to the north, on Oruro to the east, on Chuquisaca to the west, and on the Tomas Frias and Cornelio Saavedra Provinces to the south. It is tangentially connected by the Interdepartmental Potosi - Oruro Highway. According to the 2001 INE, 89% of the population of the region lives in moderate poverty (15%), in poverty (52%), and in extreme poverty (23%). The lack of foodstuffs is a chronic problem, where almost 75% of the children are malnourished, and 23% undergo states of malnutrition. Life expectancy in the region does not exceed 56 years of age; therefore it is located under the 60 and 65 years of age at the departmental and national levels, respectively. The Northern Potosi region is an inter-Andean area with a rugged topography which includes canyons and gorges, and a predominance of volcanic and sedimentary rocks. The area has a variety of ecological strata and microclimates with several Andean forest ecosystems, as well as diverse landscapes in its plateaus, plains, and mountain slopes. Depending on its different altitude ranges, which vary from 1,800 to 4,800 m.a.s.l., there are three different ecological strata: Puna, Cabecera de Valle and Valley. Given the physical, natural and social conditions of the region, many projects with different focuses have been implemented. In the specific case of PRODII, one of the implemented strategies is climate change adjustment measures. More specifically, in involves the recovery and conservation of soil resources by using biotic material (falaris grass = Phalaris arundinacea L.), taking into account that soils show severe deterioration, thereby lowering productive and reproductive quality. Therefore, it is satisfying to share the experience developed with the use of this plant material as regards its adaptability capacity, its toughness, its multiple uses, and its acceptance by farmers
