Abstract

The urban growth of the city of Cochabamba has lead into the development and diversification of industries, trade activities, culture and society. Specifically,industrial development inevitably generates residues that pollute various ecologically important locations in the city, such as rivers, lakes, forests, places of common uselike parks, streets affecting directly and indirectly human health. Legislatively, the country`s Environmental Legislation (Ley 1333 de MedioAmbiente) defines the actions and guidelines related to industrial development, however this regulation does not respond to the city`s requirements, it is not rigorous or concrete, it is ambiguous, not preventive and sanctions are not effective. Moreover the failure of the institutions responsible for enforcing this legislation and the lack of legitimacy and recognition of it by the economical stakeholders and general population, do not allow the promotion, care and protection of the environment and the natural resources. The research objective of this study was to create a technical administrativemanual for the Cercadoprovinceof Cochabamba which can help to resolve the mentioned problems and also be implemented in the current legislation to be enforcedmainly onthe industries. An analysis was conducted on the current Regulation on Water Pollution (RMCH), identifiying the most polluting industrial sector regarding liquid wastes, the most affected receptor sites, key technical and administrative institutional weaknesses in order to propose the necessary institutional measures and practices compiled in this manual.
