Abstract The Physics Research Institute (IIF) of the University Mayor de San Andres and the In-stitute for the Investigation of Cosmic Rays (ICRR), of the University of Tokyo, Japan are heading an initiative to build an observatory in the vicinity of Mount Chacaltaya, Bolivia. The planned observatory is no ordinary facility as it will detect cosmic rays from outerspace instead of visible light. The main objectives of the Project will be tp stufy gamma astron-omy and possible clusters of black material of our galaxy. The future benefits for Bolivia are important particularly for the development of science, technology and education
