Abstract On the basis of the results of the referendum held on 21st february 2016, members in power of the MAS (Movimiento al Socialismo, Movement towards Socialism) question the process of change, while those who voted against modifying the Constitution, see them as an antidemocratic Executive and incapable of ordering succession in the MAS leadership. This article examines the place of social movements in the process of change and their interactions in the administration of power, analyzes the successes and failures of the Executives administration in the name of these movements, and reflects on the nature of Bolivian political culture.
