Abstract Based on the revision of the laws enacted in favour of older adults, in Bolivia, Costa Rica and Uruguay, this paper analyses their scope in terms of social rights. It argues that regardless of the existence of secondary norms, each has a different scope,  and in general are limited, with respect to the serious problem of the ageing population
