Abstract The "corruption" scandals are habitual at all levels of the Bolivian state and, to date, no law has been effective in reducing their frequency. The proposal is that this is due to uniting under the label of "corruption" diverse actions outside the law, whose causes and possible remedies are distinct. Those who criticize "corruption" express moral outrage rather than analyzing the actors and the sociological contexts of these actions. An ample investigation is required in order to identify the different types of actions and their contexts as a prerequisite for the establishment of remedies which could reduce their occurrence
