This paper characterizes the formation of the Political Instrument (IP) from 1988 to 1995 under the category of historical process. The historical process of formation of IP was defined by two elements: 1) structural conditions, linked to domination and segregation -in all facets- colonial neoliberal state to the rural indigenous population and 2) by peasant political action aimed emancipation, ie, that action aimed at building a new model of state organization. Based on this last element established that the building of the IP corresponded to the feedback between the approach of the CSUTCB and political conception of emancipation developed by the FSUTCC and their unions base.
