Acts considered as lynchings represent a social problem in Bolivia, and proliferating by an absence of state institutions in popular urban areas, where the families themselves settheir sanction procedures violently, circumventing any legal proceedings against persons accused of "criminal" act, which often happens in the cities of El Alto-La Paz, Cochabamba and Santa Cruz, and to a lesser extent in rural areas. Therefore, lynchings are violent actions that lead to the death of the accused, with serious injuries, in violation of their constitutional rights and guarantees, through the work of a community that after the fact refuge in silence
