Abstract

The political legitimacy of authorities of municipal governments and rural native organizations inthe municipalities of Curahuarade Carangas (Oruro) and Pucarani (La Paz), is based on the experiences of leadship that begin from their base organizations, as they are, ayllus, agricultural unions, rural sub-centrals. In the basis of this organizative logic they assume authority positions, firstly in their own representative organizations, secondly, in municipal government. Both instances make public policies, projects that determinate the support or rejection of rural communities and ayllus to the state management. Finally, there is a plural practice of power, where leaderships are characterized by a appreciation of rural native and technical-academic knowledge to be required by rural municipalities.
