Governance in public systems requires the capacity to design, formulate and implement policies that respond to the needs of the educational context. This study aims to describe the strategies associated with effective territorial educational governance. A systematic review was carried out following the PRISMA statement, with a search in Scielo, Web of Science and Scopus. Boolean operators AND OR were used to define the search equation. Inclusion criteria considered open access articles in English and Spanish, published between 2017 and 2023. Key factors for efficient territorial educational governance include provision and participation in public education, decentralization, resource transfer, inter-institutional collaboration, clear definition of governmental responsibilities, educational leadership oriented to sustainable development, and implementation of digital policies to optimize educational management.
