Every human right is based on the philosophy values defined by the human nature. Democracy is based on the conception of the human being who has all the rights and duties regarding his political activity. One of the principal rights of human beings is the right to communicate, understood as a process that covers messages and media and includes the right to the send messages (freedom speech and information rights and other related) and the right on media, which is essential for transmitting these messages. While the concept of Right to Communicate as a civil heritage is barely new, there are many traces in the human knowledge that provide it with philosophical, doctrinal and theoretical foundation. Here a first approach to the subject.
