From the theoretical proposal of Comparative History and the sociocultural approach of Lev S. Vygotsky; taking as a fundamental axis the study of the processes of cognitive development according to the social context, where individuals interact and build living conditions related to the historical and cultural environment that are the source of development of the material and spiritual capacities of the citizen. The proposal is compared with the foundations of the Educational Reform of 1972 that tried to transform the old educational patterns and programs present in the Peruvian republic, attempting a Reform with a "Humanist" approach and defined as a movement oriented to development and to the liberation and affirmation of a national being. The object of study was the case of the Communal Educational Center (CECOM) "Fe y Alegría", of Villa el Salvador; where the application of Vygotsky's approach is examined and the educational model based on values and expectations that will allow the social and economic change that the new settlers of Villa el Salvador need, without the need to move away from their historical reality articulated with a vision of national affirmation, is analyzed.
