The objective of the study is to present the baseline for the development of the research project, in relation to the entrepreneurs of Small and Medium Enterprises (SMEs), of the Riobamba city (Province of Chimborazo), on the use of Information and Communication Technologies ( ICTs), in the management of its production units. The study has a mixed approach, type of descriptive and cross-sectional research at the explanatory level, based on a field study carried out on 39 entrepreneurs from a population of 56, supported by a bibliographic-documentary review. The results indicate that entrepreneurs in this time of pandemic have made minimal use of ICTs. It is concluded that 76.92% of SME entrepreneurs fully agree and agree that technology is an important part of business development, with a direct relationship between information and communication technologies and the business competitiveness of small and medium-sized enterprises. medium-sized local companies.
