Abstract Education is a mechanism that fosters opportunities in every society, in this sense the scope of educational investment is always justifiable, since through efficient cost management they can allow greater benefits for the development of a country in relation to efficiency gains and equity. This research makes a note of prospective scenarios of expenditures and benefits that -do not intend to evaluate the actions of the government- but rather, to provide a guideline to achieve policy objectives, such as gaining efficiency, effectiveness and equity in the allocation of resources. Through a quantification of costs, benefits and returns, a recomposition is generated that allows the gain of efficiency, effectiveness and equity, considering the reallocation of administrative costs in relation to costs for educational purposes. As a conclusion, the study emphasizes that a reallocation of spending is necessary, but not enough, to correct the great inequities in the bolivian educational system, which allow improvements in efficiency, not only in access, but also in quality
