Abstract

After Hispanic-American independence, the new countries discussed about the best form of government to adopt and, especially, the importance of the delimitation of their own national borders. To achieve it, they had to face with internal and external problems, many times even reaching wars with their neighbors. The present work analyzes the border situation between Peru and Bolivia during 1826 and 1836, emphasizing the debates about the new borders in Puno and Desaguadero, the Bolivian need of having Arica as a harbor, Bolívar's plan to consolidate a Federation of the Andes and that of Santa Cruz to become the Peru - Bolivian Confederation.
