Abstract The communication as a discipline is one of the youngest among others, however, it has existed since men first stepped on planet earth. As time went by, it evolved, but although it is given credit only from the mass media use; however, the communication goes beyond that perspective. That is to say that, it looks forward to establishing, the constant and complex construction of the interrelation processes, which for this article, are constrained from the mediation of the Information and Communication Technologies (lCT): social and communicational networks, and interpersonal communication where a barrier called the digital divide is foreseen. This article tackles a number of problems concerning the relationship between the teaching staff and students in the Educational Sciences and Psychology departments at the Universidad Mayor de San Andrés. The theoretical reflection is based on the theory of Decolonization of the Communication, the Interpersonal Communication, the Information and Communication Technologies (ICT); taking into account the renowned scholars such as Erick Torrico, Paulo Freire and Mario Kaplún. For this purpose, the quantitative and qualitative research methodologies with their corresponding methods and techniques have been used
