Political participation by women and the gender equity agenda in Bolivia

En este diálogo, cinco mujeres, comprometidas con el tema de género y su discusión en el país, analizan los avances y los retrocesos en la participación política de las mujeres en el marco del proceso de cambio por el que atraviesa Bolivia. La ausencia de una agenda de género, la tensión entre la normativa y su aplicación, la vigencia de conceptos como el de descolonización y despatriarcalización, y la presencia evidente de nuevos liderazgos en los movimientos de mujeres, son algunos de los temas abordados.

In this dialogue, five women who are committed to gender issues and the discussion of these in Bolivia analyse progress and setbacks in political participation by women in the context of the process of change currently under way in the country. The absence of a gender equity agenda, the tension between legislation and how it is applied, the currency of concepts such as decolonisation and depatriarchalisation, and the clear presence of new leadership in the womens movements are among the subjects discussed.

The challenges of depatriarchalisation in the political process in Bolivia

Las mujeres en Bolivia, desde sus organizaciones y movimientos, ratificaron su actoría política en el proceso pre constituyente y post constituyente. Sin embargo, no lograron incluir en la Constitución la propuesta y el reconocimiento del principio de despatriarcalización para que junto al de descolonización se constituyan en pilares del proceso de transformación. En este artículo se realiza un recorrido por los logros y los desafíos para modificar las relaciones de poder que subordinan, excluyen y discriminan a las mujeres.

Through their organisations and movements, women in Bolivia have confirmed their status as political actors in the pre- and post-constitutional reform process. However, they did not manage to include their depatriarchalisation proposal in the new Constitution or obtain recognition of it in principle, although depatriarchalisation and decolonisation together could have become cornerstones of the process of change. This article reviews the achievements so far in changing the power relations that still subordinate, exclude and discriminate against women, and identifies the challenges ahead.

Indigenous women, legal systems and interlegality

En el presente artículo, a la luz del concepto de pluralismo jurídico e interlegalidad, se interpela la visión que describe la justicia indígena originaria campesina como expresión positiva que opone tradición y modernidad, costumbre y ley, escritura y oralidad, y no toma en cuenta la compleja interacción y las relaciones jerárquicas y de poder en razón de género que atraviesan la resolución y gestión de conflictos en contextos pluriculturales.

In this article, considering the concept of legal pluralism and interlegality, the author challenges the view that describes indigenous and rural community justice as a positive expression that places tradition and modernity, custom and law, writing and orality in opposition, without taking account of the complex interaction and hierarchical relations of gender-based power that cut across conflict management and resolution in multicultural contexts.

Formulating budgets with gender equity:: Progress so far

La lucha por los derechos económicos y sociales de las mujeres ha tomado el campo de las finanzas públicas. Desde hace 10 años las mujeres de América Latina y Bolivia analizan los presupuestos públicos. Así, se constató que el presupuesto para la equidad de género es insignificante. Ahora corresponde avanzar hacia la formulación de los presupuestos equitativos. Cómo y cuánto se ha logrado al respecto, en el contenido de este trabajo.

The fight for womens economic and social rights has moved into the field of public finance. Women in Latin America and Bolivia have been analysing public sector budgets for more than 10 years, and it is clear that the budget for gender equity is insignificant. The task now is to progress towards the formulation of equitable budgets. This article looks at how much has been achieved in this area, and how.

Decolonizing gender theory through the deepening of the condition sullka and mayt´ata

La conciencia de dominación de las mujeres indígenas, originarias, campesinas y afrobolivianas ha sido abordada desde espacios e instrumentos que el género ha reivindicado como propios, olvidando el reconocimiento de la minoridad y la condición de préstamo de la mujer. Las autoras proponen trabajar esta condición para que sirva de espejo, para transgredir la norma hacia la recuperación de la historia, la construcción de identidad como pueblo y para reforzar la autoestima de la mujer como sujeta con razón y voluntad propia.

Awareness of the domination of indigenous, rural and Afro-Bolivian women has been addressed using spaces and methods that gender theory has claimed for itself, forgetting to recognise womens condition as minors who are also on loan. The authors of this article propose to work on this condition so that it serves as a mirror, to transgress the norms with the aim of recovering history, constructing identity as a people and reinforcing womens self-esteem as rational subjects with a will of their own.

Unwrapping the package: Action research on sexual and reproductive rights in El Alto

El año 2009 un grupo de investigadores, con una importante trayectoria en el tratamiento de temas de género, estudiaron los derechos sexuales y reproductivos en la ciudad de El Alto. En este artículo se presentan algunos de los hallazgos, pero, sobre todo, la experiencia de una investigación acción participativa que impactó en el equipo, convirtiéndolos en parte de los resultados.

In 2009 a group of researchers with a significant track record in dealing with gender issues studied sexual and reproductive rights in the city of El Alto. This article presents some of their findings but focuses on the experience of a participatory action research process that had an impact on the team of researchers themselves, turning them into part of the results.

Bolivian migration to Spain: A case for understanding international migration from a gender perspective

El artículo explora, desde la perspectiva de género, el caso de la migración boliviana reciente a España y su articulación con los sistemas de desigualdad en la sociedad de origen y de destino. Postula que el género organiza las migraciones en la medida que afecta las decisiones de quienes migran e impacta en los resultados de la migración de manera diferenciada.

The article explores, from a gender perspective, the case of recent Bolivian migration to Spain and its relationship with the systems of inequality both in the society of origin and destination. We argue that gender organizes migration as it affects the decisions of those who migrate and impacts on migration results differently.

A grimace of jalqa femininity: Monstrous bodies in the textiles sublimated tactility

Los tejidos aportan a la historia un lenguaje visual, táctil, un lenguaje de piel. En este ensayo la autora reflexiona sobre la belleza sublimada que impone la oscuridad de los aqsu jalqa, invita a detener la mirada y situarnos al interior ingobernable de los cuerpos monstruosos que los pueblan, y nos interna en la experiencia de la osadía textil que da forma y color al ukhu pacha, desde los fueros femeninos tan arriesgados como imaginativos de la cultura.

Textiles contribute to history a visual, tactile language, a language of the skin. In this essay the author reflects on the sublimated beauty that gives the jalqa aqsu its darkness, invites us to look closely and place ourselves inside the ungovernable interior of the monstrous bodies that people these textiles, and allows us to experience the audacity that gives shape and colour to the ukhu pacha, from the feminine spaces that are as daring as they are imaginative of the culture.
